Analisis Pengelolaan Sumberdaya Ikan Merah (Lutjanus spp.) di Kepulauan Spermonde Sulawesi Selatan
This study was conducted from March to April 2006 and taken in Spermonde Islands of South Sulawesi. Three locations were chosen namely Pangkep District, Takalar District and Makassar District, South Sulawesi Province. Objectives of this study are optimum (1) to estimate utilization of red snapper reosurces; (2) to estimate overfishing of resources; (3) to estimate the degradation rate of resources; and (4) to formulate a reosurces management model of~ red snapper. The methods used were (1) fishing ground analysis by using des~iptive analysis; (2) bioeconomics analysis; and (3) degradation analysis. ~ From the results of this study, it has been revealed that the overfishing rate is 1 ~, 9 8% for the case of Makassar District; 15,83% ofPangkep District; 20,72% of'ikalar District; and totally of Spermonde Islands are 46,45%. The degradation rate3Nas setimated as of 0,3400023 of Makassar District; 0,3022791 of Pangkep Dis~ct; 0,3062401 of Takalar District; and totally of Spermonde Islands are 0,S007692. The optimum catch of Makassar District was estimated the optimum lev~ of 72.S71 ,60 trips/year, results benefits level of Rp.12.15S.239.30 1,211year, in t~e case of Pangkep District the optimum level of 88.896,81 trips/year and benalts level ofRp.8.608.204.617,18/year, for Takalar District the optimum level is 2t4.S90,17 trips/year and benefits level of Rp.20.0S3 .173.526,911year. Finally for ! se whole Spermonde Islands, the optimum level of232.867,42 trips/year and ben!flts level ofRp.48.447.921.299,07/year. Dj' Three scenario models of resources management have been identified whi~ is the First Model based on optimum effort and actual catch, Second Model basl8:I on actual effort and optimum catch and Third Model based on optimum eff~ and optimum catch. Based on results these it can be stated that Model-III is the best model in term of both ecology and aconomic benefit. Influence of this model should be supported by reson policies, namely: (1) limited entry policy to effort; (2) moved regime policy fi'om open access to limited entry, and (3) the policy based on ecologycal understanding (coral assosiated demersal fish).
