Role of Community Supervisory Group (Pokmaswas) in Efforts to Prevent and Manage Destructive Fishing

Capture fisheries are currently experiencing stagnation, even tending to decline, which is indicated by the decline in production in several fisheries development areas in Indonesia. Liukang Tupabiring District, Pangkep Regency is one of the sub-districts owned by Pangkep Regency which has a lot of marine and fishery resource potential. The existence of Pokmaswas provides direct benefits to the preservation of marine resources and fishery resources, especially in preventing and tackling illegal fishing and destructive fishing. This research aims to examine the role of Pokmaswas in efforts to prevent and combat destructive fishing. This research was conducted in Liukang Tupabbiring District, Pangkep Regency, South Sulawesi Province. This research was conducted for three months, from November 2021 to February 2022. This research method uses a qualitative descriptive approach. The scope of this research material is a study of the role of Pokmaswas in preventing and overcoming destructive fishing which consists of 3 roles, namely; monitoring, recording, and reporting. Data collection techniques, observation, interviews, and documentation. Based on research results from the Seeing/Hearing (Monitoring) Role by documenting various violations related to destructive fishing on the surveillance route and marking important areas which are fishing grounds. The role of keeping records by summarizing monitoring results in a daily log book of all activities during surveillance, and reporting periodically to the Marine and Fisheries Office of South Sulawesi Province, as well as to the village government and used as a basis for making local policies through the Musrembang. Reporting role by reporting all forms of violations and the existing conditions of marine and fishery resources, with various forms of violations related to destructive fishing, both violations of illegal fishing, species, ecosystems, zoning, and navigation.
